THE BINNAN INDUSTRIAL COMPLEX:
AN ENVIRONMENTALLY AND ECONOMICALLY COSTLY CHOICE FOR TAIWAN
Conceived one year after worldwide ratification of the United Nations Framework Convention on Climate Change, the Binnan project, if completed, will commit Taiwan well into the next century to a CO2-intensive industrial system at precisely the time that the world community is seeking to dramatically reduce its reliance on such an approach to development. In brief, our analysis suggests the following. First, the increase in CO2 emissions over 1990 levels for this project will make it extremely difficult for the country to participate in international efforts to reduce the threat of global warming, even though, as an island, it is highly vulnerable to this threat. Second, the promised economic benefits of the project may not be sufficient to offset the full costs, including environmental costs, of its operations. Third, the project would appear to put at risk the competitiveness of the Taiwan economy since it calls for significant investment in a technology platform that many analysts believe will be replaced over the next two decades. |

JOHANNESBURG SUMMIT 2002 我所代表的團體是「TEAN－台灣環境行動網」，在1998年由一群關心台灣環保事務的海外留學生所組成，這幾年來我們持續著國際環保網路的建置工作，例如我們曾經以保護黑面琵鷺的主題，參與「國際溼地公約」的會議；也曾經參與有關「生物多樣性」的國際會議，在會中展示台灣的生物多樣性案例，在過程當中，結識了不少友人，彼此到現在仍繼續聯絡，互通訊息。 |

This morning when I arrived at SVTC at 8:35am, all representatives from Taiwan had been there for discussion how we should work with the press later at 10:00am.
President Liang and Mr. Wu briefly let me know what they planed to talk so that I had some idea in my mind for later translation. Boy! I completely forgot that one of my responsibilities is translation. All I remembered was as a driver and taking them to wherever they need to be... Ooh...Noooooo! After one cup of coffee, I had started reading all materials until all media arrived.

We support the Taiwanese RCA workers' campaign against its multinational owners GE and Thomson, and endorse the following two appeals proposed by the Self-Help Association of former RCA Employees in Taiwan in order to bring justice:
1. The US congress should hold a public hearing as soon as possible to understand the RCA's polluting conduct in Taiwan and its related harm.
2. GE and Thomson should take the responsibility of cleaning the soil and groundwater pollution, as well as the illness of former RCA employees in Taiwan.

1月28日經濟日報揭露，根據外電報導，曾經為中鋼公司列為策略聯盟開發濱南案的重要合作對象的『新日鐵公司』，日前反而以穩定供料為條件，表示希望中鋼公司放棄濱南案的大型煉鋼廠計畫，目前業已引起國內外環保團體的高度關切。畢竟在國際鋼廠大型合併整合聲中，該公司不只在日本國內與神戶煉鋼廠進行策略聯盟，也在亞洲市場積極與大陸寶鋼、韓國浦項等積極洽談資金與技術的大型策略聯盟計劃，為何獨獨遺漏台灣的濱南案合作計劃，其理由頗為耐人尋味。無論如何，對於去年七月間意氣風發訪日的郭董事長，確實不怎麼光彩。 |
