In the morning of April 26, environmental activists along with fishermen from the coastal villages in Chiku gathered in front of the headquarters of Taiwan's Environmental Protection Administration (EPA) in Taipei's bustling downtown. Chanting "stop the Binnan review!" and by attempting to block the entrance to the EPA office, the protesters were determined to stall what would be the last environmental impact assessment (EIA) review meeting on the controversial petrochemical and steel complex. In the past five years, environmentalists in Taiwan have been fighting the Binnan project but only to witness the project successively passing various stages of the EIA process. Despite the threat of loss of fisheries and critical coastal ecosystems including the wintering habitat of the endangered black-faced spoonbill (Platalea minor), regional water shortage and CO2 emission equivalent to 25-30% of Taiwan's total emission at 1990 level, the project's EIA was granted a conditional approval last December. With the victory of the opposition Democratic Progressive Party (DPP) in the recent presidential election, the environmentalists are hoping to see a reversal of the government's decision on the project.

正當國內保育團體發起搶救棲蘭原始檜木林運動的同時，又傳出台塑違法輸出汞泥至柬埔寨引發當地民眾抗爭的國際環保事件。這兩件看似獨立個別的環境事件，其實本質上是一致的：亦即短視的，一切向錢看的經濟理性主導了整個政策思維，環境價值再一次被這樣的經濟理性所淹沒。然而，值得注意的是，這兩個事件所隱含的環境價值並非以往生活品質、生存權或環境公民權的抗爭，它所呈顯的，是一種考量世代間的土地倫理、強調不分地域與族群的社會公平、與尊重不同物種的生命價值的環境正義。
